Amanda Thomas

Chief Fiscal Officer

Amanda has more than 20 years of experience in the field of public finance, including several years of service in high-level management and executive roles. As Chief Fiscal Officer, she is responsible for the overall management, oversight and coordination of County budget and fiscal matters.  Prior to joining Sacramento County as the Chief Fiscal Officer in May 2021, she was the Chief Financial Officer for the Sacramento Metropolitan Fire District, a position she held since 2015.  Before that, Amanda worked for the Sacramento County Department of Airports for approximately nine years. As the Deputy Director of Airport Finance and Administration, she was responsible for the financial, business, marketing, and administrative functions for a system of four airports. Amanda holds a Bachelor of Arts Degree in Economics from Stanford University.

Colin has more than ten years of experience in public finance. As the County's Debt Officer, he is responsible for planning, organizing and implementing the activities of the centralized debt management program for the County of Sacramento. Prior to joining Sacramento County as the County Debt Officer in May 2019, he was a Senior Debt Analyst with the City of Sacramento where he had been a member of the City Treasurer's Office for over seven years.

Lisa Randall

Management Analyst II

Lisa Randall is a Management Analyst II for the County of Sacramento’s Office of Budget and Debt Management. Lisa’s areas of responsibility includes budgeting, reporting and administration of debt for the County’s Pension Obligation Bonds, Enterprise Department Bonds, and issuances of debt for the Community Facilities Districts.

Carolyn Nguyen

Management Analyst I

Carolyn Nguyen is a Management Analyst I for the County of Sacramento’s Office of Budget and Debt Management. Carolyn’s areas of responsibility includes budgeting, administration of debt for pre and post issuances for Certificates of Participations and Redevelopment Bonds, and project management for the Capital Improvement Plan.

Lynn Lucas

Administrative Services Officer II

Lynn Lucas is an Administrative Services Officer II for the County of Sacramento’s Office of Budget and Debt Management. Lynn’s areas of responsibility includes budgeting, reporting, administration, and issuance of debt for Sacramento County’s Community Facilities Districts and other Special Districts.
